Dr. Lothar Harings

Dr. Lothar Harings is attorney and partner at GvW Graf von Westphalen and managing director of Hamburger Zollakademie (“Hamburg Customs Academy” ”, www.hza-seminare.de), an institution for executive education in trade related matters. Dr. Harings specialises in EU law with a particular focus on sanctions and export control law, customs law and other regulatory aspects of international trade. Dr. Harings regularly represents clients before the European Commission and the European Court of Justice.

Dr. Harings is chairman of the European Forum for External Trade, Excise Duties and Customs (EFA) as well as a member of the Advisory Board of the Center for Foreign Trade Law. He is co-editor of the German monthly legal journal “Recht der Transportwirtschaft” (Verlag C.H. Beck), which covers all aspects of maritime and transportation law as well as customs law and export control. He regularly publishes on EU trade and customs law, and has repeatedly been listed as a leading name in EU Customs Law and Export Control Law as well as a recommended attorney for foreign trade in the JUVE Handbook of German corporate and commercial law firms. Who´s Who Trade & Customs recommends Dr. Harings as leading expert in this field in Germany.

Dr. Harings speaks German and English. He studied at the universities of Freiburg and Heidelberg (Dr iur) and worked as a research assistant at the University of Heidelberg (Prof. Dr. Dr. h.c. Eberhard Schmidt-Aßmann). Dr. Harings joined GvW Graf von Westphalen in 1997 and became partner of the law firm in 2002.
