Prof. Dr. Waltraud Hakenberg

Former Registrar of the Civil Service Tribunal of the European Union, Luxembourg

Prof. Hakenberg studied law in Regensburg and Geneva from 1974 to 1979, followed by a Master program in EU law at the College of Europe in Bruges. In 1982, she received a Doctor of Laws degree from the University of Regensburg.  After having been admitted to the German Bar in 1983, she began her career as a lawyer in private practice in Munich and Paris. In 1990, she moved on to the European Court of Justice in Luxembourg. She was elected in 2005 as the Registrar of the newly founded EU Civil Service Tribunal, a specialized jurisdiction adjacent to the Court of Justice, and held this function until 2016. 

Prof. Hakenberg has been teaching on European Union law since 1989 at universities in Germany, Austria, Switzerland and Russia and presents at conferences worldwide. Since 1999, she is an Honorary Professor of Law at Saarland University, Europa-Institut, where she teaches regularly since 1991. She publishes widely on various topics of EU Law and is the author of a renown book on European Union Law which has been translated into several languages. She is a member of many international legal committees and associations, including the Board of Trustees of the Academy of European Law in Trier.
