Having studied law and economics, inter alia at the Europa-Institute Saarbrücken, Prof. Dr. Pascal Hector entered 1991 the German Foreign Service and worked since then, in various functions, on European affairs: He accompanied the enlargement negotiations with Austria, Finland and Sweden 1993/94 in Brussels and the preparation of the Treaty of Amsterdam 1996 in Brussels, worked as a spokesman for European Affairs in the ministry (1996-99), as an Antici in Brussels 1999-2002, he was closely involved in the work of the European Convention and on the European Constitution (2002-2004) before being responsible as a head of unit for the negotiations on the 2007-2013 financial framework of the European Union. From 2009 until 2012 he was the Deputy Head of Mission of the German Embassy in Ankara. Since August 2012 he is vortragender Legationsrat I. Klasse, Beauftragter für Fragen des allgemeinen und besonderen Völkerrechts at the German Foreign Office in Berlin.
